See What’s Changed with Pictometry ChangeFindr®
Pictometry ChangeFindr® is a combined solution that features Pictometry
Change Analysis® and an advanced change detection technology powered by
HitachiSoft’s HouseDiff®.
Here’s how it works: HouseDiff identifies and chronicles changes to
a property (such as new construction, additions and demolition). Then,
with a 98% accuracy rate, data is overlaid on imagery and displayed on
either orthogonal or oblique imagery. Changes are highlighted for instant
recognition. ChangeFindr then adds a second technology called Pictometry
Change Analysis. This technology provides users with a rich side-by-side visual
comparison of property changes over time. These features enable users to
visually validate highlighted HouseDiff changes with ease and confidence.
Used primarily by professionals in assessment, GIS, real property tax, planning,
and public safety, ChangeFindr is a recognized resource to assessors across
the country who have been able to locate hundreds of thousands of dollars
of taxable changes to properties in their jurisdictions – and all from the
convenience of a computer desktop.
ChangeFindr
®Pictometry's Change Analysis
allows for side-by-side viewing of imagesthat were captured in different years from two different data sets.
Hitachi's HouseDiff
creates shapefiles for specified areas and indicatesvarious changes to properties (changes are indicated in red outlines).
Pictometry's ChangeFindr
includes the technology of Change Analysis andHouseDiff, creating a powerful change detection application.
HitachiSoft HouseDiff Change Detection +

Pictometry ChangeFindr
HitachiSoft “HouseDiff
– “HouseDiff” is an automatic change detectionsolution that creates GIS polygon “building outlines” for analysis of
changes in size and shape. This technology can also compare existing
building footprints to vector data created for the process of change
detection. Changes are flagged for verification and analysis.
Pictometry Change Analysis
is a stand-alone Pictometry solution thatmakes it possible for users to view side-by-side visual comparisons of
properties overtime using aerial oblique or orthogonal imagery. When
looking at any new image, this software automatically locates the
corresponding image and displays it along side. When changing views
or directions, Change Analysis automatically changes the view on the
other to match. Pictometry Change Analysis overlays GIS data on top of
imagery and can be used in a half-overlay mode to make visual analysis
even easier. Change Analysis also enables users to measure the height,
distance and area of changes for further analysis.
ChangeFindr benefits include the ability to:
- Reduce field visits and allocate staff time resources more efficiently
- View properties with restricted of difficult access
- Capture previously undetected taxable property changes in a region
- Increase tax revenue by ensuring all changes are recorded, and
- Verify or correct existing information

REVEAL, REVIEW, RECOUP
Pictometry is not an expense, rather, it’s an investment that
can potentially yield returns year after year. ChangeFindr
helps communities improve efficiencies and reduce
expenses by.
• Reducing time and road expenses of
preliminary site inspections
• Identifying changes restricted from view or
when denied access to property
• Improving emergency and post-disaster
response efforts by automating the
identification of change in hardest hit areas
• Increasing revenue from hidden tax valuations
As part of the building outline creation process, the length of the shape files are providied
Key applica tio ns
• Appraisals and assessments • Impact of changing environment
• Evaluate changes to permit data • Compare land use and expansion
• Assessment verification • Evaluate change in flood-prone areas
• Discover properties not in tax records • Post-disaster damage assessment

Pictometry's Change Analysis also allows sequential viewing and use of
oblique data to better verify and analyze all detected changes
The combination of two patented technologies that automates the process of
identifying and displaying changes.
Side-by-side viewing of images collected over different years and validation
of change candidates all from your desktop.
Identifies changes in land and properties including new
developments, property additions, and highway improvements.
System will allow you to search changes that have been detected by the
percentage of change.
Introducing Pictometry —
a revolutionary information
system that lets you see up
to 12 different views of every
square foot in your jurisdiction.
With only minutes of training
you can find, view, or analyze
any building, house, intersection,
fire hydrant, manhole, or other
feature in your county.

KEY APPLICATIONS
• Instantly view multiple images of caller location
at time of call
• With the click-of-a-mouse see alternate traffic routes
to incidents with digital images of your entire 9-1-1 area
• Save time eliminating guesswork by knowing and
routing first response crews to true location of incidents
• View each address from multiple angles for entry
and escape points
• Save critical time by preplanning best responses
for crimes in progress, fires, and vehicle accidents
• Monitor foot chases through visual clues and
provide assistance to officers on the scene
• Coordinate responses for major structures and facilities
• Measure height, length, and width of buildings as
well as distances to resources and rescue assets
• Evaluate sites for obstacles that might not be seen at
night such as power lines, trees, or other obstructions
• Provide remote guidance to first response crews on
potential dangers to neighboring structures or populations
• Plan for evacuation routes and traffic control
“There’s just been a bad car
accident on Route 62 near the
mall. It’s near a side street, but
I don’t know the name of it.”
“OK, I’m looking at a reference
photo of the area now... are you
near the McDonald’s?”
“Yes, I just passed it on the right.
The accident is on the street
just before a small store and
then the McDonald’s.”

“Saving time means saving lives. We recognize the value Pictometry
provides to call takers.”
Raymond LaBelle, Executive Director,
Rhode Island E9-1-1 Uniform Emergency Telephone System
Pictometry allows dispatchers to instantly zoom in on exact coordinates for
each property, identifying the location of incident areas for faster response.
Multiple views help clarify on-the-scene information such as windows, exits,
fences, construction type, location of water sources, or potential obstructions
to rescue efforts.

using it to take measurements on what part of the Pentagon was wiped out, how far the burn blasts had gone, and
the extent of the damage. We used a variety of angles looking at the Pentagon… I think it [Pictometry] is going to
become one of the most useful tools any county can have.”
John Snyder,Management Specialist,Arlington County Fire Department,VA
“This is the type of application firefighters have long been waiting for. It's not a theory or something that only a
few select people can have. Pictometry is for the men and women on the line, in the field, and on their way who
can put this type of dynamic, visual technology to use in their everyday profession. Ultimately, the public benefits,
as there is no way that this technology can NOT save lives.”

Pictometry is easy-to-use whether you’re preplanning scenarios for major buildings, searching
for locations of alternative water sources en route, or for any other task where detailed visual
information can help improve response time and effectiveness. Pictometry’s high-resolution,
digital images are primarily oblique (at an angle), as well as orthogonal (traditional straight
down). Oblique images allow for easier recognition of neighborhoods and buildings.
