PERSONS
APPEARING BEFORE THE BOARD:
1.
Beverly Gay – says
she went through her tapes and cannot find where she called Selectman GrandPre'
a liar. Inquired about the sign for the transfer
station and was told Selectman Halter was working with Waste Management on
that. Inquired about the Road postings on Route 123 and was told the town
posts only town roads and the state is responsible for posting Route 123.
2.
George Chicoine, Road Agent for Valley Rd – asked if there had been any problems or
complaints concerning his maintenance work and was told everthings seems to be
going great with the road. Mr. Chicoine asked for an additional $1,000
for his road budget. Reported several situations he has come up against
with culverts and driveways. He cleans out one culvert at the end of
Valley Road and the landowner fills it back in with the debris he cleaned out
of it. He cleaned it out again and the landowner filled it in with rocks.
The run-off isn't bothering Valley Road, so the Selectmen advised him to ignore
that culvert. In another instance, a power line has been run over a
culvert. Mr. Chicoine asked if he is responsible for a
culvert crossing a driveway. Chairman Pratt said in the past it is the
driveway owner's responsibility. Selectman GrandPre' said he wants to go
look at it to see if it needs repairs. It is located just across the road
from Pruniers (TM# 102-47) Mr. Chicoine asked about using Henniker Sand &
Gravel to get the Municipal rate and the Board authorized him to do so.
3.
Joe and Shannon
Sarcione - brought
in a proposal for gravel and grading which was in a sealed envelope. Joe
said he wants to see what David Vaillancourt's proposal is on gravel and
grading. He doen't think the bids can be changed after the sealed bids
were submitted. Chairman Pratt's explained his thinking on offering the
road bid, saying he has to ask himself if he's willing to hire a new person for
just a little less when we already have an experienced person who has worked
well with the Board. We have to look out for the best interests of the
Town. No decision will be made on awarding the road contract until all
three Selectmen are here. Joe says he "can't share the rest of the
story until he sees Dave' s numbers".
4.
David Vaillancourt
– brought in his
proposal for gravel and grading. Chairman Pratt opens both envelopes
(Sarcione's and Vaillancourt's). Chairman Pratt explains that no
decision on the road contract will be made tonight, with one Board member
absent. Concerning the Police Dept., we are one step closer
to getting a district prosecuter.
5.
Alan Champney
– Added a second
page to the letter of resignation as Animal Control Officer he had submitted
last week.
6.
Joe and Shannon
Sarcione – compare
their quotes with David Vaillancourt's, then Joe says he went beyond what David
did and got other quotes than from Henniker Sand & Gravel and got lower
costs. (It should be noted here that both David Vaillancourt and Joe
& Shannon Sarcione had been asked to quote based on Henniker S &
G's rates.
7.
Fred and Ruth Ward
– here to pick up
their approved pistol permits.
8.
David Vaillancourt
– asked for copies
of Joe's quotes.
9.
Beverly Gay – obtained her approved pistol permit.

Evelyn Nadeau voiced
concerns about the format of the petitioned warrant article for a Budget
Committee. RSA 32:14 III calls for it to be voted by ballot. RSA
32:14 IV appears to call for a second vote and possibly a second warrant
article to determine the number of members and whether they are to be elected
or appointed. - The Town Attorney and the DRA will be
consulted about this.
12.
Selectmen's Narrative report
and Dedication for the Town Report were discussed.
13.
Four bricks are loose on the
front steps. Chairman Pratt suggests waiting to see if that repair can be
part of the Historical Society's grant work on the Town Hall.
14.
Chairman Pratt reports that
the Building Committee will not be meeting until after Town Meeting and there
has been no quorum the last few weeks, therefore no work has been done.
