PERSONS
APPEARING BEFORE THE BOARD:
1.
Elmer Tole – General questions about remodeling a
Granite Lake property by adding a walk/deck from the front door to the side
door.
2.
Christine Sears
– picked up her
approved pistol permit.
3.
P.J. Lamothe, Fire
Chief – (1)
Reminded the Selectmen the reduced price for the AED units will soon expire. A MOTION was
made by Chet Pratt, seconded by Lou GrandPre' and approved by unanimous vote to
buy two AED units with storage cabinets and signs, one for Town Hall and one
for Mr. Mike's.
(2) Concerning the $75,000 warrant article for the Fire Station septic
system, bathroom addition with showers, and washer & dryer, P.J. wants to
only ask for $12,000. It turns out the property will not support a septic
system, nor will the Dept. of Environmental Services allow for the addition as
previously discussed. According to septic designer Tom Forest, they can
put in a 2,000 gallon holding tank. The application has been sent to the
state. They plan to install a toilet and small sink in one section of the
existing building. (3) They will only be checking the fire safety
code status on furnace installations. The building permit applications
would need to be amended. (4) The Fire Station driveway needs
gravel. (5) The Fire Station building needs some clapboards
replaced and painted. (6) There have been no more problems with
fuel disappearing, but they can get a security system for about $1,000 that
requires a code to access the building and records the date and time and code
used for each time accessed. Chairman Pratt suggested adding the security
system and clapboard work to the $12,000. Selectman GrandPre' suggested
amending the warrant article to $25,000. With the article amended, the
Selectmen would change their recommendation on the article to the affirmative.
4.
Stanley & Sandra
Burt - Building
permit for a garage on TM# 122-12.4. The proposed garage does not meet
the setbacks, so the permit was denied and the Burts were given an application
to the ZBA.
5.
John Hatfield, CNP
representative – answered
questions about the proposal for statistical update and cyclical
revaluation. Mr. Hatfield said he could not quote on one day of reviews,
saying typically reviews run for 3 – 4 days with additional time to
go back to inspect properties.
6.
Roger Cullen –
On behalf of John &
Maryellen Riback, inquired about expanding the house at TM# 101-062 & 063
back away from Highland Lake. The addition would extend an existing
nonconforming side of the house that sits 15' from the side boundary. Mr.
Cullen was given a building permit application, which he completed.
The permit was denied because of the setback and Mr. Cullen was then given an
application to the ZBA.
7.
Richard Hudlow
– Wants to add two
feet on either side of an existing porch on TM# 121-13 and build it two
feet closer to the water. It will be 50' from the high water mark
of the lake. Permit approved.
8.
Amy Kraemer and
Ellen Mason (Library) – requested
a transfer of money to the Library's checking account. A problem
was also expressed with paying for their Wild Blue internet service, as they
will not accept payment by check. It was suggested that this could be put
on the town's credit card, if we are provided with the account number
information. It was noted that the Libarary's bills should be directed to
the town's bookkeeper for payment to maintain an appropriate accounting of the
expenditure of the taxpayers' money. Amy indicated there was a specific
RSA that says the town needs to release money to the Library upon
request. She said Marcia Kayser had that RSA information.
9.
James & Candace
Elliott – Asked if
the same street number could be used on his second lot when the new house is
built and a different number be assigned to the existing house.
Evelyn will be checking with Cartographic Associates about it.
10.
Beverly Gay – Had a question about the Tax Collector's
mileage, noting that from January to May there were 3,000 some miles.
Evelyn looked it up on the computer and said it looks like there may be an
error, but it would take further research to be sure.

Check #22576 – A MOTION was made by
Chet Pratt, seconded by Lou GrandPre' and approved by unanimous vote to void
check #22576.
3.
DES letter re: nominees to
the "Local River Management Advisory Committee. It was suggested
that this be forwarded to the Conservation Commission.
4.
NH-DOT – Biennial
Inspection of Municipally Owned Bridges report.
5.
Fuel Oil Costs – Selectman GrandPre' reports
that he spoke with Vaillancourt's, Roy Bros., and Monadnock Oil about
pre-pay prices. Vaillancourt's quoted $4.00 - $4.20/gal., Roy Bros.
Quoted $3.949/gal., Monadnock quoted over $4.00 gal. A MOTION was made by Lou
GrandPre', seconded by Chet Pratt and approved by unanimous vote to go with Roy
Bros. Pre-pay
contracts were signed for the Town Hall and Fire Station fuel. A check
was prepared to go out to meet the deadline on the price quoted.
6.
Town Hall use request by the
Historical Society for 6/20/08 and 10/17/08. A MOTION was made by
Chet Pratt, seconded by John Halter and approved by unanimous vote to permit
the Historical Society to use the Town Hall on the two requested dates.
7.
A quote from Highland
Painting for $875.00 was offered for painting the ceiling and walls in the
Selectmen's office.
