Members present:    Penny Betz, Sandy Holland, Harry Power, Amy Rokoszak, David Vaillancourt and Lou GrandPré

Absent:                    Dick Briere, P.J. Lamothe, Alan Rumrill

Amy Rokoszak called the meeting to order at 7:05 PM.

Penny Betz asked that we set meeting dates for the month of May before getting into other business.  Following discussion, including the possibility that Town Meeting could be recessed from the 18th over to the 20th, it was decided that we would next meet on May 13th and 27th.  Elections will have been held on the 11th, so the Committee will be aware then of the 2010 – 2011 board composition.

Amy provided copies of the Meridien proposals to accomplish site engineering for the Cahill property.  The proposal contains two options:  Option 1 for Mapping Compilation only, for a total not to exceed (NTE) cost of $1,000; Option 2 for developing the Concept from Accurate Field Data Tied to Existing Boundary, for a total NTE cost of $8,500.  Option 2 contains a number of exclusions, such as environmental, groundwater, archeological or habitat studies, application and submission fees, ALTA survey requirements, meetings, etc, which could add significantly to the cost. 

Lou GrandPré said that he had walked the property the week prior with Carl Hagstrom, Licensed Septic Designer and Certified Soils Scientist, and David Vaillancourt, and they said they could do it all for $12,500 with David’s backhoe.  Sandy Holland is to check with CHA, Inc. to get a ballpark price from them for the same services quoted by Meridien.

Pricing of Rick Monahon’s plan for the Gould House was discussed again.  Although it did include a climate controlled basement and a more constructed second floor than Baybutt’s plan, the cost was $474,000.  That price includes construction costs of $90/SF for basement and $110/SF for main and second floors (each calculated at 1,400 SF), plus an additional $40,000 for landscaping. 

Sandy moved to adjourn, seconded by Harry Power. The meeting was adjourned at 7:50 pm.

Dick Briere called the meeting to order at 7:03 PM.

 

The warrant articles for the Building Committee, as currently drafted, were reviewed and recommendations were made to separate the Town Hall from the Gould House and present as separate articles.  This information will be passed on to the Town Administrator, as he is continuing work on the wording and placement of articles for the warrant.

 

The Committee reviewed the finalized chart prepared by Harry Power, representing the four options for town buildings and creation of town offices along with the tax impacts per thousand for each.  Two color copies, 24” x 36”, have been made to be displayed on easels on either side of the entrance to the JFES all-purpose room at Town Meeting, along with 200 8 ½” x 11” black & white copies to be provided as handouts. 

 

Methods to publicize the final Public Information Meeting scheduled for 10 AM on Saturday May 15th were discussed.  The meeting has been posted to the town’s website calendar.  We will ask Casey Farrar, Sentinel writer, to attend the meeting so that we might get a small write-up in the Sentinel prior to Town Meeting.

 

The library needs $1,650 for septic design and $250 for test pits.  Penny Betz stated that they are going to pursue this with Land Contractors and Carl Hagstrom, septic designer, within the next week or two.  There is a possibility that some grant money may be available to help with the hoped-for library work, but matching funds must be available.  The USDA Rural Development Grant Fund is the likeliest source.

 

Dick Briere noted that two weeks from now, on April 22nd, he will be away and asked that Amy Rokoszak chair the meeting that evening. 

 

The Committee will next meet on Thursday April 22nd.  Harry Power moved to adjourn, seconded by Sandy Holland. The meeting was adjourned at 7:50 pm.
