SELECTMEN'S MEETING MINUTES
April 27, 2020
The meeting opened at 7:06 via Zoom
Attendees included Christopher Madden, Chairman of Selectmen, Charles Fosberry, Selectman, Robert Fee, Selectman, Michelle Pong, Town Administrator, Harry Power, Compliance Officer, Patricia Putnam, Administrative Assistant, Angela Nicoletti, Davis Library Trustee and Karen Bell, Town Clerk. Several members of the public were in attendance.
APPOINTMENTS:
Harry Power Building Permits:
1. Tax Map # 127, Lot # 37, B Scott & Diane Avera, 60 Penny lane, Garage - approved
2. Tax Map # 137, Lot # 48, Charles & Linda Phippard, 143 North Shore Road – 3 Season Room, approved
3. Tax Map # 116, Lots # 17 & 18, Gregory Alexander, 195 Scenic Drive, 2 sheds – approved
4. Tax Map # 105, Lot # 1, Wesley Warren, 1153 Shedd Hill Road, deck – approved

SELECTMEN'S COMMENTS:
Detailed discussion was held on the methods to have the town hearings on Town Budget, Kings Highway funding, Fire Truck replacement and Old Forest Road renaming. The town now has $25,000 in a capital reserve fund for the replacement of fire vehicles. The remaining $125,000 would be raised via a bond issue for 5 years.
The most responsible replacement for the Kings Highway Bridge would be a Cement Box Culvert, which the State is recommending. The cost would be around $300,000. The town has $100,000 now and would have to be raised via a bond for 5 years.

PUBLIC QUESTIONS & COMMENTS:
Angel Nicoletti suggested announcing that hand sanitizer should be available in wall mounted dispensers at the Library, Gould House, Town Hall and Fire Station when the buildings are reopened. There is an ad, on the web, for hand sanitizer at $60.00 per gallon.
OLD BUSINESS:
Covid-19 issues – The public hearings might be held at the Carlisle Restoration Lumber or at the school with attendees remaining in their cars and listening to the remarks via FM Bank and Transmitter on their radios.
Office Closure until June 15th
Other Dog license deadlines will be pushed out to June 15th.
Discussion of Fire Vehicle Financing – The board is requesting that all business that can be
conducted online should be done that way. The board requested that funding information be submitted to Michelle by May 29th.
King's Highway Issues - Jim Anderson requested a waiver of the load limit on Kings Highway to allow his building permit on 196 Tigola Trail to be supplied. The Selectmen decided that they would require a signed waiver from Mr. Anderson indicating that he is responsible for any damages to the road and culvert. The Town would not have any responsibility for damage or repairs.
Email/Software Updates – Michelle Pong is researching other suppliers from Software and has one quote from Remote and one from Arcomm. Remote appears to be for cost effective. Arcomm has quoted $4000. For hardware and computer upgrades and $18/month + $6.50 per email box. Remote has quoted $1300 for software. Michelle Pong noted that it is wise to remain with Arcomm for the time being.
Historical Society Exemption –Bob Fee moved and Chris Madden seconded to accept to application.
Budget – appears to be quite complete with the Fire Department to submit the information on funding the new Brush Truck by May 29.
Articles – will be addressed at May 11 meeting.
The Moderator has announced that voting will be held on June 9th and the deliberative session will be held on June 16th.
NEW BUSINESS:
1. Appoint Primary 911 Liaison – the board appointed Michelle Pong as Primary E911 Liaison.
2. Appoint Secondary 911 Liaison - Patricia Putnam will remain as Secondary E911 Liaison
3. Travel and training reimbursement policy – Tabled to May 11 meeting
4. Comments re: Stoddard 42708 (DOT request for comments) – Bob Fee told the board that the Conservation Commission is watching this.
5. Jason Kovarik said the Zoning Board of Adjustment members, whose terms are running out this year, are requesting that they be re-appointed. Chris Madden moved and Bob Fee seconded to re-appoint them (Douglas Summerton and Franz Haase), the board approved.
6. Karen Bell said the Trustees of Trust Funds members are up for re-appointment. She will not be able to continue due to her pending Tax Collector position.
She has found interested people to fill those positions.
She also notified the board that the MS9 & MS10 forms have not been completed and she has not been training on completing them as Jim Coffey has competed them in the past. The Department of Revenue Administration is requesting completion as the earliest date possible.
7. Bob Fee said the Planning Board and Conservation Commission are holding their meetings via Zoom.
OTHER CORRESPONDENCE:
1. Report of Wood or Timber Cut – no action taken
2. Suggested changes to Assessing Services Contract from the Department of Revenue – the contract is in the files and will be taken up at 5/11 meeting.
ADJOURN: Bob Fee moved and Charlie Fosberry seconded to adjourn at 9:00, the board agreed.
