SELECTMEN'S MEETING MINUTES
April 13, 2020
The meeting opened at 7:04PM
Attendees included Christopher Madden, Chairman of Selectmen, Charles Fosberry, Selectman, Robert Fee, Selectman, Michelle Pong, Town Administrator, Harry Power, Compliance Officer and Patricia Putnam, Administrative Assistant. Several members of the public were in attendance, via Zoom.
APPOINTMENTS:
7:00 Harry Power – permits -
Tax Map # 408, Lot # 23 – Keven & Bonnie Brooks, 3331 Route 123 North, applied for an addition permit. Harry researched the property record file and found that they had applied for a house in 2016 but never built. The board told Harry to use his judgement it they need to apply for a full building permit instead of an addition.
7:15 Chief McGerty –
1. Fire Department and EMT participation in transporting Cheshire Medical Center overflow to space at Keene State Collage. Steve indicated that one to possibly 2 personnel could be needed. They would be employees of the Town of Stoddard. Chris Madden said they would have to be self-quarantine for 5 days to prevent them from possibly bringing back the virus to Stoddard. Angel Nicoletti felt that 14 days quarantine would be in order. Chris Madden said if Cheshire Medical Center is providing containing facilities for their staff then any Stoddard volunteers should be provided facilities also. The board said the Stoddard Volunteers would have to be quarantined for 14 days.
Steve also said he doesn't want to be involved in the propane vs. oil furnace subject.
SELECTMEN'S COMMENTS:
Charlie Fosberry reported that he had a call from Paul Fiondella concerning explore Broadband for the town. Chris Madden reported that there are spare fibers in the line running up to the School and Consolidated will allow connection to that. Waveguide is ready to move when Comcast allows it. Chris said that the move has been on hold for 18 months so far.

PUBLIC QUESTIONS & COMMENTS:
Angel Nicoletti reported that the formerly approved front steps flooding problem, from the downspout from the roof, is supposed to be fixed this spring. Can the contractor go ahead and fix the problem? She wants to be there to make sure he does what the Trustees want done. The board suggested she sit inside the library and have the contractor knock on the door when the job completed so she can make sure it is done as expected. She agreed that it would work.
OLD BUSINESS:
1. Town Office Closure (Maintain until May 4th) Chris Madden said the board is following the directive of Governor Sununu and the Board approved the closure until May 4th.
2. Budget – Michelle Pong said she thought they should drop the $7,500 article for the Fire Station Furnace – the Board agreed.
It was agreed that May 11, 2020 will remain for the Budget public hearing.
NEW BUSINESS:
1. Appoint Jason Kovarik to Deputy EMD – Bob Fee moved and Charlie Fosberry seconded to appoint Jason Kovarik as Deputy Emergency Management Director, the board approved.
2. To grant blanket abatement of the interest charged on all property taxes not paid after assessment, for the duration of the State of Emergency declared in
Executive Order 2020-04 and any subsequent orders. There would have to be a blanket abatement form for the Selectmen to sign.
3. Travel and training reimbursement policy – The board directed the Treasurer to open an account with Home Depot so Items can be ordered on line and shipped
to the town at no shipping cost. The Town has a credit card that orders can be charged to.
4. Comments re: Stoddard 42708 (DOT request for comments) The Board asked Michelle Pong to set up a conference call with David Vaillancourt, Conservation Commission, Fire Department, Planning Board and explore answers to the questions on the DOT request.

1. New vacuum ordered for Town Hall – has been purchased as the old one was completely broken

ADJOURN: Bob Fee moved and Charlie Fosberry seconded to adjourn at 8:07, the board approved.
