Minutes of Meeting January 17, 2019

The meeting was called to order by the Chairperson at 7:30 pm.

The Pledge of Allegiance was led by Jason Kovarik.

Members present: Chairperson Jason Kovarik, Vice Chairperson Curtis Taylor, Franz Haase,

Members excused: Angel Nicoletti, Doug Summerton

Others present: Compliance Officer Harry Power, Applicant - Dean Dorman

New Business

The Chairperson has received notices from both Angel Nicoletti and Doug Summerton tendering their resignations. Doug stated he is away too often for business to be effective on the ZBA. Angel also travels and is putting her energy into other projects. This leaves the Stoddard ZBA understaffed. Current members will be doing their most to invite candidates to apply for the above positions.

Members reviewed and set up a budget for year 2019.

Jason made a motion to raise the secretary salary to $14.00/hr. Members voted to accept the motion and voted unanimously in the affirmative. Jason will contact the Selectmen.

Mr. Dorman was present to go over his application before the Board. Jason instructed Mr. Dorman that he was welcome to explain his project to the Board this evening but that no votes would be taken. He was also made aware that we currently do not have a full Board and he has the right to wait until a full Board is on staff to present and also to have a hearing. He waived his right and chose to present this evening. The applicant has a person living full time at a seasonal property located on 41 Route 123 North. He would like to convert the seasonal property to a year round residence using the upgraded septic system that is currently in place. A site visit date has been set for Saturday, January 26, 2019 at 2:00pm. Jason asked Mr. Dorman to mark the tank location and side of the property with stakes. The hearing for the application will take place on Thursday, Feb. 7, 2019 at 7:30 pm at the Stoddard Town Hall. Harry gave Mr. Dorman a history of the property and gave copies to the Board as well.

An application has been received from Mark Johnson for a Variance for a three sided post & beam storage building which does not meet the setback. The application had an incomplete abutter list and could not be acted upon this evening. The Abutter’s name was discovered this at tonight’s meeting and the secretary will contact the Johnson’s to let them know a sight visit date will be requested at the February meeting.

An application was received today from Emily McCarra for a Variance for an addition to a building at 16 Stoddard Point Way. With the addition the building will not meet the setback. The secretary will contact the McCarra’s to let them know the Board will meet February 7th, to schedule a sight visit.

Correspondence/Reports

Reviewed ZBA budget to date

Received a letter from Meridian Land Services stating they have acquired Tod Land Use Consultants LLC of New Boston and Mondadnock Survey, Inc of Wilton. They are an engineering, surveying and environmental company.

A Motion was made by Franz to adjourn. The Motion was seconded by Jason. The Motion passed unanimously. The meeting adjourned at 8:43 pm. The next meeting will be February 7, 2019 at 7:30 pm at the Stoddard Town Hall.
