Minutes of Meeting June 17, 2021

The meeting was called to order by the Chairperson at 7:30 pm.

The Pledge of Allegiance was led by Herb Healy.

Roll call: Chairperson Herb Healy, Vice Chairperson Franz Haase, Doug Summerton

Members excused: Jason Kovarik, Bud Record, Milosh Buckovcan

Others present: Harry Power Compliance Officer

Correspondence/ Reports

  • Members reviewed the budget to date.

Meeting Minutes of May 20, 2021

  • Minutes were reviewed. A motion was made by Doug to approve, the motion was second by Franz. The minutes were unanimously approved as written.

Old Business

  • Secretary computer – Town IT person has been consulted. A motion was made by Franz to procure a lap top and software under the current fiscal budget, subject to approval from the Town Administrator. Doug second the motion. Motion was approved unanimously.
  • Employee compensation (non-public)

Procedures - revisions § Hearings and voting

  • DiscussionVariance voting: Discuss each criteria by all members prior to voting. Chair asks if anyone feels a criteria has not been met. Then that criteria would be discussed. Members vote on the Variance as a whole. Or; vote on each of the 5 criteria individually, with the majority vote carrying on each criteria. This will be discussed at our next meeting.
  • Discussion on hearing process – Applicant presents and members ask questions throughout the hearing. Those in favor of the Variance and then those against it speak. Anyone may ask questions of each other. Written correspondence is submitted and read. The Chair summarizes the facts in the application and opportunity is given for corrections from the board or the floor. The Board decides whether to close the hearing. Members discuss the issue. If more information is needed after the hearing is closed, does a continuance need to be made or can members ask applicant questions?

New Business

  • Building Permit requiring a Variance received without a Variance application.
  • Zoom - Is there public interest to continue with Zoom meetings? Feelings from members is that as a regular course of business it isn’t necessary, but it should be an available option to the public. It will cost approximately $150 for a license. To be brought up with other members.
  • Agenda organization – would like to make a place for public comments on the agenda and position hearings first.
  • Other sections of ZBA Procedures and documents not discussed at this time.

A Motion was made by Franz to adjourn. The Motion was second by Doug. The Motion passed unanimously. The meeting adjourned at 8:50pm. The next meeting will be July 15, 2021, at 7:30 pm at the Stoddard Town Hall.
