Special Exception - GRANTED

Town of Stoddard Zoning Board of Adjustment

You are hereby notified that the appeal of David Blanchette for Cold Springs Land Trust for a Special Exception for the development of a storage facility with 36,000 +/- SF of self-storage units and 50,000 +/- SF of outdoor marine/boat storage on property located on Route 9, Stoddard, NH in the Rural Zone, Map #420 Lot #11 regarding Article IV, Section 1 of the Stoddard Community Planning Ordinance, has been GRANTED, by the affirmative vote of at least three members of the Zoning Board of Adjustment.

Finding of facts:

Criteria 1.) Adequate off-street parking.  There is no demand for parking for this type of business. Plans include a gravel driveway and paved area around the units. The driveway is planned for 2-way traffic.

Criteria 2.) No nuisance to the neighborhood in which they are to be located by reason of noise, dust, smoke, odor, illumination or other hazard to the public health.

No Noise - There should be no noise, dust or public health issues as it’s a low traffic volume generator. No entrance at night, gates are locked 10 pm – 5am.

No Dust, Smoke, Odor – use of the gravel drive & boat storage area estimated to have no to minimal impact. 

Controlled Illumination – The lights for the site are downward facing dark-sky- certified and automatically go out at 10 pm.

No Hazard to Public Health- The driveway/entrance has a thousand-foot site-line on Route 9. Low public service requirements as there is no living area, septic or water involved. No cleaning, processing or maintenance of the boats takes place on the property. The units are unheated. There is a specific contract renters must agree to, that states what can and cannot be stored. Regulations for storage of flammables is the same as for public garages. There are no public waters on the site. Any runoff will be contained and cleaned prior to discharge.

The approval shall be valid if exercised within 2 years from the date of final approval, and shall not expire with 6 months after the resolution of a planning application filed in reliance upon this decision, as per RSA 674:33, IV.

Note:  The selectmen, any party to the action, or any person directly affected has a right to appeal this decision. See New Hampshire Revised Statutes Annotated, Chapter 677, available for public inspection in the records of the ZBA.  Copies of this notice have been distributed to the applicant, Planning Board, Board of Selectmen, Town Clerk, and Property Tax Assessor.
